Provides a wide range of civil counsel services including representation in court and administrative hearings, conducts legal research, drafts and reviews regulations and policies, prepares and reviews contracts and other legal documents while serving as general civil counsel. Oversees and participates in the researching and rendering of opinions on a wide range of legal issues involving the agency and other legal issues.
