The General Counsel must identify relevant legal parameters, current practices, and a range of options to help shape policies and procedures. On some issues, like information governance, the GC may lead the team that draws heavily upon other units, works to build consensus around policies and, where differences exist, serve as an honest broker in framing choices for the leadership, while also offering legal advice and their own best judgment as well. In other cases, the GC is an essential supporting team member of high priority reform initiatives, taking a laboring oar in some while advising on others, but always offering solutions and strategies in addition to legal requirements.
